Attempt to blunt the RTI act by exempting file notings is an attack on democracy

Without file notings it does not make any sense because file notings contains details of facts and discussions , opinions of the officers concerned based on which final decision is taken . Once the decision is taken shape is given in form of order or letter .Lets take an example of acceptance letter of tender . What is there in that letter which is already become a public document .Why do we require RTI then . Its is only file notings where people can have a look into the on going discussions between officers ,opinions recorded .So it is only place where "INFORMATION" is contained not in order or letter .
Again this is the reason why there are thousands of cases of file missing and pages being torn off .Not only that it is the tool of the honest officer to protect themselves it would help in big way to erradicate corruption in govt departments .Since Mr Arvind Kejriwal who is spearheading the movement along with NDTV ,was in govt department he could understood why govt wants to blunt the RTI act by exempting file notings .
